RECOMMENDATION

 

Staff recommends that Council adopt a finding of Categorical Exemption and award a construction contract with CINQ 818, Inc., dba C2 Electrical for $157,765 for the Hinton Park Field Lighting Addition and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

Hinton Park is a well-attended park where youth and adult sports leagues practice and play. The City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department would like to install additional field lighting. The new Field Lighting Addition project was included in the adopted FY22 budget, and will illuminate the open field area for soccer and football activities.

 

BACKGROUND

 

Hinton Park currently has field lighting at the baseball field, but the area between the baseball field and parking lot is unlit and too dark for sporting activities. The project will provide for the two new light poles with LED light fixtures which can provide enough illumination for a half-sized football field or a full sized U10 soccer field.

 

Pursuant to AO 6-19 staff prepared and entered into an agreement for consultant services on behalf of the City of Fresno for the design and preparation of construction documents for the Hinton Park Field Lighting Addition. Plans and specifications were prepared by Quad Knopf, Inc.  A Notice Inviting Bids was published on August 20, 2021, distributed to eleven (11) building exchanges and posted on the City’s website. The specifications were distributed to twenty-two (22) prospective bidders.  Five (5) sealed bid proposals were received and opened in a public bid opening on September 21, 2021, with bid amounts of $157,765 and $246,500.

 

Staff recommends that Council adopt a finding of Categorical Exemption and award a construction contract with CINQ 818, Inc., dba C2 Electrical for $402,726 for the Hinton Park Field Lighting Addition and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Section 15301/Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing use. The key consideration is whether the project involves negligible or no expansion of use. Examples include but are not limited to existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other similar alterations that do not create additional automobile lanes. 

 

Section 15303/Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Examples of this exemption include, but are not limited to, water main, sewage, electrical, gas, and other utility extensions, including street improvements of reasonable length to serve such construction.

 

The proposed project of the installation of field lights has negligible or no expansion of the existing use. None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Accordingly, as the area is not environmentally sensitive, as noted above, a categorical exemption has been prepared for the project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the lowest responsive and responsible bidder is a local business.

 

FISCAL IMPACT

 

The Hinton Park Field Lighting Addition is appropriated in the FY22 budget with Community Development Block Grant funds (CDBG) and Prop 40, California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 State grant funds.
