Approve an Agreement between the City of Fresno and ProForce to purchase 300 Glock pistols, holsters, and Streamlight TLR-7 in the amount of $217,838.55.

RECOMMENDATION
It is recommended that the council authorize the Chief of Police to enter into an Agreement with ProForce to purchase 300 Glock pistols, holsters, and Streamlight TLR-7 in the amount of $217,838.55.
EXECUTIVE SUMMARY
In February 2020, the Fresno Police Department (FPD) with Council approval purchased 900 Glock 9mm duty pistols. This purchase was to transition the department from the 10-year-old Beretta PX4 Storm .40 cal. duty pistol to the Glock 9mm duty pistol. This transition involved training sworn members of the department on the use of the Glock over a 9-month period of time.
This was a minimum purchase in order to transition the organization into the new duty pistol but did not expand beyond the scope of projected growth or operational needs. Traditionally, it is normal for the department to have approximately 1,200 duty pistols registered institutionally for issuance and operations. Currently, we have less than 40 Glock duty pistols available in the vault located at the Regional Training Center. Although the department has completed the regular transition process, we have officers out on Long Term Absence and Reserve Police Officers that still need to be outfitted, as well as new hires and other operational needs which exceeds our current inventory.
As part of the review process for determining which duty pistol to purchase for use by sworn personnel, the FPD training unit tested and evaluated five industry standard duty pistols derived from data through the Major City’s Chief’s Association (MCCA) 2019 survey. The manufacturers represent nearly all of the duty pistols currently used by law enforcement agencies nationwide. These pistols are consistent in caliber (9mm), size, weight, and overall capabilities. It is noteworthy the costs below include installed illuminated “night sights.”
EQUIPMENT PRICING:
During the testing and evaluation process, the FPD training unit formed a committee to assist with the selection. Overall, FPD has selected the Glock 9mm duty pistol which has been determined would meet the department’s current and future needs. The Glock duty pistol has been in existence for over 30 years, is used world-wide, and is carried by 65% - 70% of law enforcement agencies across the nation. The price of the duty pistol is $481.00. The purchase agreement and price will be achieved through piggybacking a competitively bid contract from the County of Orange. The contract with the County of Orange and piggyback process has been reviewed by the City of Fresno Purchasing Manager and determined to meet the City’s requirements for competitive process.
In order to outfit all personnel, including those on the long-term absence list, new hires, and have a limited quantity in inventory (for replacements due to repair, lost/stolen or OIS involvement), we would need to acquire 300 pistols. Considering the cost of $481 dollars per gun, the total purchase for the pistols would be $144,300 plus tax (8.35%) totaling $156,349.05.
ASSOCIATED EQUIPMENT - PISTOL HOLSTER:
We would also be required to purchase new duty belt retention holsters, as each holster is specifically designed to a specific make/model handgun. Fresno police would use the same model holster that we currently issue for the Beretta PX4 Storm (Safariland 6280) and total cost for replacement holsters would be $24,282.00 plus tax ($80.94 per holster for 300 total holsters required), totaling $26,309.55.
ASSOCIATED EQUIPMENT:
The Fresno Police Department currently issues the Streamlight TLR-7 flashlight that mounts on the service pistol which will interchange with all current guns selected for the test and evaluation process. The total cost for the flashlights would $29,700 plus tax ($99.00 per flashlight for 300 total flashlights required), totaling $32,179.95.

BACKGROUND
The Fresno Police Departments’ (FPD) prior in-service duty pistol was the .40 caliber Beretta PX4 Storm which has been FPD’s duty pistol for ten years. The industry standard life span for a police duty pistol is eight to ten years. In February 2020, FPD entered into an agreement with ProForce Law Enforcement with the approval of Council to purchase 900 Glock 9mm duty pistols and holsters. As part of this new purchase, sworn personnel had to be trained in the use of the new duty pistol. After 9-months of dedicating trained personnel to complete this process, the transition has come to an end; however, the training will continue as long as there our new hires and personnel returning to full-duty after being off due to a long-term absence.
FPD has tested and evaluated firearms that represent the duty pistols for nearly all law enforcement agencies nationwide, and we are requesting approval of funding to purchase 300 Glock 9mm duty pistols.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purposes of the California Environmental Quality Act (CEQA).
LOCAL PREFERENCE
Local preference was not implemented because this is a cooperative purchase using Orange County’s contract.
FISCAL IMPACT
The cost to purchase the 300 pistols, holsters and Streamlight TLR-7 will have no fiscal impact to the FY 22 General Fund budget as appropriations from the existing operating budget will be used for the purchase in an amount not to exceed $217,838.55.
