RECOMMENDATION

Staff recommends City Council approve the 4th Amendment to the Consulting Services Agreement with Raimi + Associates for professional services related to the Central Southeast Specific Plan to extend the contract term length to December 31, 2022, and to increase the total contract amount to $587,008 to accommodate additional scope required for the environmental analysis of the plan.

EXECUTIVE SUMMARY

Pursuant to evolving community discussions, staff recommend increasing the scope of work related to the professional services agreement between the City and Raimi + Associates, to include additional environmental analysis. This increase in scope will require an extension of the performance period and an increase in contract amount of $37,008.

BACKGROUND

In June 2017, after an RFP consultant selection process, the City entered into an agreement with Raimi + Associates to provide professional environmental planning services related to the Central Southeast Specific Plan. As the plan has progressed, it has benefitted from a public steering committee and consistent community engagement. Due to several state law changes and evolving community discussions, the City subsequently entered into three amendments (in 2019, 2020, and 2021) to extend the contract term length with Raimi with no additional funding.
