RECOMMENDATION

Staff recommends approval of a consultant services agreement with Unison Consulting, Inc., (Unison) not to exceed the amount of $50,000 for professional services for creating and establishing a Tenant Handbook at Fresno Yosemite International Airport (FAT), and to authorize the City Manager, or designee, to execute the agreement on behalf of the City.

EXECUTIVE SUMMARY

Creating and establishing consistent practices for tenant operations and improvements at FAT is necessary with the continued growth and operations of the Airport. The Airport does not have a controlling document that tenants can refer to for current operational and tenant improvement guidelines and requirements. This Handbook will be the official rules and regulations, which will be updated regularly, regarding all tenant operation requirements and improvement guidelines, and will provide Airport staff with the tools and the essential information necessary to address tenant inquiries.

BACKGROUND

Unison is a consulting company that responded to and was chosen as part of a Request for Qualifications (RFQ) completed in 2018 (the results were valid for 5 years). In that RFQ, one of the requirements was for "performing airport concessions analyses, developing concessions plans, assisting with concessions RFP development, selection and negotiations, including determinations of optimal merchandise and food/beverage pricing and airport revenue models."
