Authorize the Chief of Police to execute an agreement with Benchmark Analytics in the amount of approximately $386,250, over a 3 year period, for employee management software.

RECOMMENDATION

 

The contract represents the best interests of the City of Fresno and the citizens being served. It is recommended that the City Council approve the agreement procured through cooperative purchase with US General Services Administration (GSA) - Federal Supply Service. . 

 

This agreement follows negotiations; where, both Benchmark Analytics and the City of Fresno have mutually agreed upon a contract that will assure the ongoing operational continuity of the Police Department to meet ongoing needs of public safety. 

 

EXECUTIVE SUMMARY

 

Council approval is being sought to authorize the City of Fresno to enter into a contract with Benchmark Analytics FY22, FY 23 and FY24. The term of the contract will be March 24, 2022, and end March 24, 2025. 

 

Benchmark Analytics provides a unique software product that combines employee profile management, use of force tracking, training management, performance evaluations, community engagement, officer activity and internal affairs investigation management into one single platform.

 

BACKGROUND

 

The police department is currently utilizing both purchased and internally created software that is not integrated, for the purpose of managing these seven separate tasks.  The internally created software is dated, running on outdated software and is in need of replacement.  Some tasks such as performance evaluations and officer activity are not automated and are manually tracked.  The department is seeking to replace all the current systems with one integrated platform to minimize data entry and maximize department efficiency in personnel management.

 

While there are point provider competitors to pieces of Benchmark’s platform, Benchmark is the only provider that combines: Officer Profile, Use of Force, Training Management, Performance Evaluation, Community Engagement, Activity and Internal Affairs into one enterprise platform. Benchmark then provides its early warning tool and its intervention tracking tool fully integrated along with the modules listed above. This enables a closed loop system that tracks the efficacy of interventions including training. As an example, if an officer is identified as needing additional training on de-escalation, only Benchmark can track whether post intervention the officer is involved in fewer use of force incidents at lower severity. This closed loop, research-based approach to early warning and intervention is exclusively available via Benchmark. No other organization provides the enterprise approach with all modules, research based early warning and intervention in one application.

 

The Cooperative Purchase Agreement (CPA) allows the City to piggyback off certain contracts that have already gone through a competitive bidding process.  This allows the City to use their pricing and not go through the traditional Request for Qualifications / Proposals. The police department is requesting Council approve this cooperative purchase agreement through GSA.

 

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.

LOCAL PREFERENCE

 

Local preference not implemented because this is a cooperative purchase agreement.

 

FISCAL IMPACT

 

The FY 22 budget for the Police Department has designated $128,750 for the purchase of the software from ARP funding.  The remaining two years will be requested from FY 23 and FY 24 general fund budget.
