Staff recommends Council approve the award of a purchase contract to Haaker Equipment Company Inc. of La Verne, California for the purchase of one Vactor sewer cleaning truck in the amount of $579,593.

 

EXECUTIVE SUMMARY

 

The Department of Public Works (DPW), Street Maintenance Division seeks to purchase one Vactor sewer cleaning truck to perform flushing, obstruction removal, and maintenance related to the storm water conveyance system. The truck will be purchased as a replacement through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA).

 

BACKGROUND

 

The Department of Public Works, Street Maintenance Division is responsible for maintaining 1,740 miles of City streets and boulevards. Along with repairing potholes and cracks in the pavement, the street maintenance team is tasked with cleaning the storm water conveyance system. To accomplish this, one sewer cleaning truck is used to vacuum contaminated water, remove oils, and clear out debris.

 

This work to the storm water collection system is currently done with one aging truck struggling with maintenance issues. The new truck will consist of a specialized hydro excavating vacuum with a large inlet designed to move bigger material. The new unit will be built on the proven Kenworth T880 chassis, updated with the latest emissions technology, exceeding the US 2010 emissions standard.

 

The truck identified for replacement is on a 10 year or 5,000 hour replacement schedule which has been established by the Fleet Management Division as the optimum replacement time. Currently the truck is 22 years old and has 18,600 hours of run time. This truck has now well exceeded its’ cost-effective life span and has been incurring significant repair costs. Staff recommends replacement of this unit based on age and condition.

 

The truck will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA). The purchase contract will be awarded to Haaker Equipment Company who is the dealer for Vactor sewer cleaning equipment, a subsidiary of Federal Signal Corporation. The total purchase price is $579,593. This price includes the Sourcewell cooperative purchasing discount applied to City purchases as well as sales tax at 8.35%. The Purchasing Department has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable. The City is not issuing a request for quote for this cooperative purchase agreement.

 

FISCAL IMPACT

 

No general funds will be used to purchase these items. The funding to cover the purchase cost of the Vactor sewer cleaning truck has been included in the FY2022 adopted budget under the operations of the DPW, Streets Maintenance Division. The source of funding for this project is the Street Maintenance Operating Fund.
