2.                     Approve a Second Amendment with Turning Point of Central California, Inc., to increase funding by $224,448 for triage center security services at the Journey Home Triage Center for a total award of $724,448.

RECOMMENDATION

 

Staff recommends the City Council approve the amendments to the homeless services agreements with Turning Point of Central California (Turning Point) to include 24-hour onsite security at Golden State and Journey Home Triage Centers using HHAP funds and approve new agreements with Turning Point for homeless services to provide 24-hour onsite security at Step Up and Sun Lodge Triage Centers using HHAP funds; and authorize the City Manager to sign all implementing agreements.

 

EXECUTIVE SUMMARY

 

The City of Fresno (City) has existing agreements with Turning Point and Fresno Housing Authority to provide homeless services at Golden State, Journey Home (formally Welcome Inn), and Sun Lodge Triage Centers funded through HHAP, ESG-CV, and CDBG-CV. In order to ensure continued homeless services are provided under these agreements, including 24-hour onsite security services, staff recommends amending these contracts and utilizing additional HHAP funds through the extent of their contracts; and enter into a new agreement with Turning Point at Step-Up and Sun Lodge through December 31, 2022.       

 

 

 

BACKGROUND

 

In February 2020, the City was awarded HHAP funding in the amount of $6,158,246.18 from the California Homeless Coordinating and Financing Council to address homelessness and has received additional HHAP dollars through a second allocation in the amount of $2,911,171. The City has entered into various agreements for shelter operations using HHAP funds, in addition to other emergency funding provided by the federal government such as Emergency Solutions Grant - Coronavirus (ESG-CV) and Community Development Block Grant - Coronavirus (CDBG-CV). After operating these shelters for 24 months Turning Point, as the main contractor or subcontractor of the City’s agreements for shelter operations, has determined that 24-hour security is necessary at these particular shelter locations supported by the City: Golden State Triage Center, Journey Home Triage Center, Sun Lodge Triage Center, and Step Up on 99 Triage Center. In order to ensure the safety of the staff and occupants at each of these triage centers, staff recommends using HHAP funds to cover the cost of 24-hour on-site security services. 

 

The following provides summaries of the current or planned funding agreements by shelter and the details regarding the proposed amendments or new agreements for security services.

 

Turning Point:  Golden State Triage Center

 

The City awarded a 24-month contract to Turning Point to develop and operate a 37-bed Golden State Triage Center under the Homeless Emergency Aid Program (HEAP) program in the amount of $1,480,000 beginning July 1, 2019, through June 30, 2021. The City’s first amendment to the contract increased the award amount to $1,863,000 in HEAP funds to allow a change in venue from Golden State Triage Center to the former Parkside Inn, so that Turning Point could expand services from 37 beds to 50 beds at no additional cost and add 30 additional beds at the Bridgepoint Triage Center. The City’s second amendment to the contract extended the term through June 30, 2023, and increased funding by $2,605,696.19 to continue services using HHAP funds.

 

Under the proposed third amendment, the City will utilize an additional $346,808 in HHAP funds to cover the costs of 24-hour on-site security services from February 1, 2022, through June 30, 2023, at the Golden State Triage Center for a total contract award of $4,858,776.19.

 

Turning Point: Journey Home Triage Center

 

On June 24, 2021, Council approved a 12-month agreement with Turning Point to award $500,000 in HHAP funds for the operation of the Journey Home Triage Center (formerly Welcome Inn), an 80-bed facility, for services provided from January 1, 2021, through December 31, 2021.  After further assessing its funding sources, Turning Point determined that the need for funding would fall in the calendar year 2022. As such, the City amended the contract on January 1, 2022, to extend the term through December 31, 2022, at no additional cost.

 

Under the proposed second amendment, the City will utilize an additional $224,448 in HHAP funds to cover the costs of 24-hour on-site security services from February 1, 2022, through December 31, 2022, at the Journey Home Triage Center for a total contract award of $724,448.

 

Turning Point: Sun Lodge Triage Center

 

In February 2021, Council approved the provision of ESG-CV and CDBG-CV funds to Fresno Housing Authority (FHA) for shelter operations and supportive services at the Sun Lodge Triage Center, one of FHA’s Project Homekey sites. FHA subsequently entered into a subcontract with Turning Point for operational and supportive services at Sun Lodge Triage Center. Due to the determination that 24-hour on-site security services are needed at this site, the City’s proposed new agreement would be entered into directly with Turning Point and would provide $80,640 in HHAP funds to cover the cost of security services at the Sun Lodge Triage Center from February 1, 2022, to May 31, 2022, after which FHA will begin renovations of this site to convert it into permanent affordable housing.

 

Turning Point: Step up on 99 Triage Center

 

Turning Point is currently under contract with FHA to provide shelter operations and supportive services at the Step Up on 99 Triage Center. The City does not currently fund operations at this site. Due to the determination that 24-hour on-site security services are needed at this site, and in order to provide a benefit to the public, the City is proposing an agreement with Turning Point to provide $224,448 in HHAP funds to cover the cost of 24-hour on-site security services at the Step Up on 99 Triage Center from February 1, 2022, to December 31, 2022. 

 

While the City does not currently fund operations at this location, FHA has requested that the CDBG-CV funds the City previously committed for operations at Sun Lodge Triage Center beyond May 2022 be applied to the Step Up on 99 Triage Center in order to support its operations. Staff is in the process of drafting a new CDBG-CV funding agreement, in addition to completing the required environmental review, and will bring an item before Council for approval at a future date.

 

 

ENVIRONMENTAL FINDINGS

 

This item is not a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference is not applicable because of the use of state funds.

FISCAL IMPACT

 

Funding for the amendments and agreements will be through the City’s HHAP allocations.
