Approve a requirements contract to Fresno County Economic Opportunities Commission, in an amount not to exceed $89,118.26 per year for Property Maintenance and Year-Round Weed Control services.

RECOMMENDATION

 

Staff recommends the City Council award a requirements contract in an amount not to exceed $89,118.26 for one year with the option for two one-year extensions to Fresno County EOC and to authorize the Executive Director to sign the contract on the City’s behalf.  Fresno County EOC was unanimously chosen by the Review Committee as the most capable to provide the level of service required for Weed and Public Nuisance Abatement Services (Abatement Services).

 

EXECUTIVE SUMMARY

 

Bid specifications were prepared and a Notice Inviting Proposals was published to Planet Bids on September 29, 2021 and sent to ten (10) building exchanges. The specifications were distributed to eleven (11) prospective proposers.  Four (4) bid proposals were received and opened in a public bid opening on November 2, 2021.

 

 

BACKGROUND

 

The City in its capacity as Housing Successor to the Redevelopment Agency of the City of Fresno has solicited proposals to perform ongoing Property Maintenance and Year-Round Weed Control for Housing Successor Agency (The Agency) owned properties located within the City of Fresno. The Agency currently maintains an active inventory of 21 parcels of vacant land totaling approximately 14 acres. These parcels range in size from 0.09 acres to nearly 8 acres. These properties shall be maintained in accordance with City of Fresno Weed Abatement Standards and Fresno Municipal Code (FMC) Section 10-605 as applicable. This request is for a ONE (1) year Contract with TWO (2) possible ONE (1) year extensions. Review Committee members reviewed and discussed each submitted bid. The Committee was comprised of 4 individuals as outlined in the Committee Report. The Review Committee’s determination was made after careful evaluation and analysis of the factors included in the RFP. Staff is in agreement that Fresno County EOC is capable of providing the Agency with the necessary services, in a timely and efficient manner.

 

ENVIRONMENTAL FINDINGS

 

This item is not a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference was not considered.

 

FISCAL IMPACT

 

Funding is available through the Housing Successor’s Low Moderate Housing Income Fund (LMIHF).
