RECOMMENDATION

Staff recommends that the City Council award a requirements contract in the amount of $4,285,800.00 per year for one-year with the option for four, one-year extensions to Pavement Coatings Co. as the lowest responsive and responsible bidder and to authorize the Public Works Director or designee to sign the contract on the City's behalf.

EXECUTIVE SUMMARY

The City of Fresno has identified a need for the application of slurry seal surfacing on various streets for routine maintenance. The contract term is for one year with provisions for four, one-year extensions. This project will utilize State Gas Tax and Measure "C" funding. The project scope includes the application of slurry seal and striping on residential, collector and arterial street segments within the City.

BACKGROUND

As streets age, the pavement surface deteriorates from a combination of vehicle traffic and weather conditions. Over time, this process exposes and erodes the aggregate material within the pavement section which reduces the structural strength of the pavement. As the erosion process continues the pavement section will become structurally deficient. Reconstruction of pavement that has deteriorated is costly and can range in scope from an asphalt overlay to the removal and reconstruction of the entire pavement section.
