Actions pertaining to professional consulting services for Senate Bill 1383 (SB 1383) compliance planning:
1. Affirm City Manager's determination that Stearns, Conrad, and Schmidt Consulting Engineers (SCS Engineers, Inc.) is uniquely qualified
2. Approve the First Amendment to the consultant services agreement with SCS Engineers, Inc., to expand the scope of services and increase the original contract amount of $49,600 by $34,940 for a total amended contract amount of $84,540, for professional consulting services for SB 1383 compliance planning. (Citywide)

RECOMMENDATIONS
Staff recommends that City Council:
1. Affirm City Manager's determination that SCS Engineers, Inc. is uniquely qualified.
2. Approve the First Amendment to the consultant services agreement with SCS Engineers, Inc., to expand the scope of services and increase the original contract amount of $49,600 by $34,940 for a total amended contract amount of $84,540, for professional consulting services for SB 1383 compliance; and authorize the Director of Public Utilities, or designee, to sign the Amendment on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
On September 7, 2021, a consultant services agreement was awarded in the amount of $49,600 to SCS Engineers, Inc. (SCS) to provide professional consulting services for SB 1383 compliance planning after the City Manager determined that SCS was uniquely qualified. SCS has been working with the Solid Waste Management Division to gather the appropriate background information, review and amend hauler agreements, analyze programs, and prepared the City's Notice of Intent to Comply (NOIC), among other tasks.
