RECOMMENDATION

 

Staff recommends that City Council award a consultant services agreement to Blair, Church and Flynn Consulting Engineers, Inc., in the amount not to exceed $251,460, inclusive of a $22,860 contingency, for the design of sewer rehabilitation improvements in the area bound by Shields, Fruit, Dakota and Palm Avenues (Project); and authorize the Director of Public Utilities, or designee, to sign the agreement on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

Through a detailed analysis of the wastewater collection system, the Wastewater Collection Sewer Master Plan identified sewer mains and appurtenances in need of rehabilitation and replacement. The Project will rehabilitate approximately 22,893 linear feet of 6-inch, 8-inch, and 12-inch diameter sewer mains and access structures exhibiting structural deficiencies.  After a competitive consultant selection process, the Department of Public Utilities, Wastewater Management Division, seeks to award a consultant services contract for the Project in the amount not to exceed $251,460, inclusive of a $22,860 contingency, to Blair, Church and Flynn Consulting Engineers, Inc.

 

BACKGROUND

 

The Wastewater Management Division maintains approximately 1,560 miles of sewer collections and conveyance pipes and 25,580 access structures.  To ensure the reliability of this extensive pipe network annual rehabilitations projects are need.  The sewer infrastructure was identified, in the 2015 Plan, for rehabilitation due to structural deficiencies of the pipe based upon Closed Circuit Television (CCTV) inspection performed by the City’s Wastewater Collection System Maintenance Division.   The Project consists of the rehabilitation of approximately 22,893 linear feet of 6-inch, 8-inch, and 12-inch diameter sewer mains in the area bound by Shields, Fruit, Dakota and Palm Avenues.  Sewer rehabilitations will address capacity deficiencies, structural deficiencies consisting of exposed aggregate within the existing standard concrete pipe; offsets and cracks in the vitrified clay pipe and advanced age of pipe were identified. 

 

In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19 (AO 6-19), the Department of Public Utilities conducted a competitive process to select a consultant to provide design services for the Project. A Request for Qualifications (RFQ) was published in the Business Journal and posted on Planet Bids on December 28, 2021. On January 26, 2022, the City received two Statement of Qualifications (SOQ) packages from prospective consultants. Pursuant to AO 6-19, the RFQ required the consultants to provide detailed information regarding the experience of the firm and proposed team along with additional project related scope items necessary to perform the requested services. Upon review of the received SOQs, based upon established criteria and analysis of the proposed fee, Blair, Church & Flynn Consulting Engineers was ultimately selected as the firm providing the best value for the requested services. The services rendered under this Agreement will be completed for an amount not to exceed $251,460, inclusive of a $22,860 contingency, paid on a time and materials basis.

 

A standardized Agreement has been used in accordance with Administrative Order 4-4 and the consultant’s Certificates of Insurance have been approved by the City’s Risk Management Division. Upon approval by the City Council, the Agreement will be executed by the Director of Public Utilities, or his designee.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this Agreement for the design services does not qualify as a “Project” for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference was not applied since all proposers are local businesses pursuant to Fresno Municipal Code Section 4-109(b).

 

FISCAL IMPACT

 

There is no impact to the General Fund. This Project is identified in the Wastewater Management Division’s five-year Capital Improvement Plan.  Funds in the amount of $251,460, inclusive of a $22,860 contingency, for this Project are budgeted in the Fiscal Year 2021 Sewer Enterprise Fund 40501.
