RECOMMENDATIONS

 

Staff recommends that Council adopt the 64th Amendment to the Annual Appropriation Resolution (AAR) No. 2021-178, approve an agreement with The Taylor Group Architects in the amount of $965,000 plus a contingency of $80,000 for the design and preparation of construction documents for the new permanent Fire Station No. 12 Project and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

Fire Station 12’s district emergency responses have increased beyond the capacity of the current station located at 2874 West Acacia Avenue.  On December 9, 2021, Council approved the purchase of a 1.95-acre parcel for the construction of new permanent Fire Station No. 12 and adopted the 36th Amendment to the Annual Appropriation Resolution No. 2021-178 which included funds for professional design services for the preparation of construction documents for the new Fire Station No. 12.  The Consultant Agreement with The Taylor Group Architects is for the design of plans, cost estimates and general construction contract documents for the permanent fire station.

 

BACKGROUND

 

The existing Fire Station No. 12 was built in 1977 and is located at 2874 West Acacia near Marks and Shaw Avenues.  The station was designed as a residential structure with an extra-large garage attached and was to be a temporary location for Fire Station No.12 which houses a single engine company, with four personnel.  With over 40 years of growth in the northwest portion of Fresno, Fire Station No. 12 ranked as the fourth busiest single company fire station in the City with 2,743 responses in 2020.  With the existing Fire Station No. 12 only able to house a single engine company, some of those emergency incidents were responded to by unit(s) outside of Fire Station 12’s district, therefore increasing the response time to the emergency location.

 

On December 9, 2021, Council approved the purchase of a 1.95-acre parcel, located at 3315 West Ashlan Avenue for the construction of new permanent Fire Station No. 12.  On that date Council also adopted the 36th Amendment to the Annual Appropriation Resolution No. 2021-178 which included an amount for the design of the new permanent Fire Station No. 12, however, additional funds are required per the attached 64th Amendment to the Annual Appropriation Resolution No. 2021-178 to fully fund this consultant agreement with The Taylor Group Architects for the design of new Fire Station No. 12.

 

In accordance with AO 6-19 Public Works distributed requests for Statements of Qualifications (SOQ’s) to various firms dated January 5, 2022, as well as publishing the Request for Qualifications on the City’s website and in the Business Journal.  Eight Statements of Qualifications were received, and interviews were performed the week of March 7, 2022.

 

Staff is requesting the approval of the agreement with The Taylor Group Architects in the amount of $965,000 with a contingency amount of $80,000 and the authorization of the Public Works Director or designee to sign and execute the contract approved by the City Attorney’s Office on behalf of the City of Fresno. 

 

ENVIRONMENTAL FINDINGS

 

Design of plans and cost estimates is not a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not implemented because The Taylor Group Architects is a local business.

 

FISCAL IMPACT

 

Funding for the design phase of the new permanent Fire Station No. 12 was approved by Council on December 9, 2021, when the 36th Amendment to the Annual Appropriation Resolution No. 2021-178 was adopted.  There will be no impact to the City’s General Fund upon approval of the 64th Amendment to the Annual Appropriation Resolution No. 2021-178 appropriating an additional $130,200 for the design of the new permanent Fire Station No. 12
