RECOMMENDATION

Staff recommends the City Council approve a Preliminary Engineering Services Agreement with BNSF Railway Company (BNSF), for the Figarden Loop Traffic Signal Improvements Project and authorize the Public Works Director or designee to execute the agreement on behalf of the City of Fresno.

EXECUTIVE SUMMARY

The Figarden Loop Traffic Signal improvements will upgrade the existing traffic signal interface between the City of Fresno (City) and BNSF systems to accommodate increased vehicle and pedestrian use. The proposed Preliminary Engineering Services Agreement with BNSF in the amount of $100,000 will facilitate the design and construction support services necessary to complete the project. All project costs for the engineering design phase are being funded with Developer Impact Fees.

BACKGROUND

The City has collected Developer Impact Fees in the Figarden Loop area and due to ongoing development, it has been determined that the Figarden Loop Traffic Signal would benefit from updating the existing railroad signal interface system to accommodate the increase in traffic volumes. The proposed upgrades will include advanced railroad preemption, a new 2070 controller with relays, striping, signage, and curb ramp modifications. The project will require design review and approval in addition to construction support by BNSF.

The City Attorney's Office has reviewed and approved the agreement as to form.
