Approve the first amendment to Sub-Recipient Agreement with the Youth Leadership Institute for the Leadership Development Community Partner component of the Transform Fresno Community Engagement Plan as a part of the Transformative Climate Communities (TCC) grant.

RECOMMENDATION

 

Staff recommends that Council approve the first amendment to Sub-Recipient Agreement with the Youth Leadership Institute regarding the Leadership Development Community Partner component of the Transform Fresno Community Engagement Plan; and authorize the City Manager to execute all related documents to the administration, modification, monitoring and closeout of this Sub-Recipient Agreement.

 

EXECUTIVE SUMMARY

 

On June 11, 2020, the City Council approved a Sub-Recipient Agreement with Youth Leadership Institute (YLI) for the Leadership Development Community Partner component of the Transform Fresno Community Engagement Plan. As a part of this agreement and for the last 2 years, YLI has partnered with Fresno Economic Opportunities Commission (EOC) Street Saints to recruit, educate and train young people for civic engagement connected with programs and projects within Transform Fresno.  One June 30, 2022, Fresno EOC and Street Saints severed ties, and Fresno Street Saints is now supported by a new fiscal agent Hands On Central California. Due to this change, the current agreement is being amended to reflect all organizations involved in this project.

 

BACKGROUND

 

The Transform Fresno Plan was created by a participatory steering committee comprised of community stakeholders from the Chinatown, Downtown and Southwest Fresno neighborhoods (Project Area). On February 28, 2019, the City Council unanimously approved the Master Grant Agreement for the Transformative Climate Communities (TCC) grant that funds 24 projects with 12 different community partners. Throughout the past three years, Council has approved all Sub-Recipient agreements, projects have met all readiness requirements, all are in the implementation phase and two have been completed.  All projects are on different schedules, but all will be completed, invoiced and closed out by July 3, 2024.

 

In June 2022, the City of Fresno received a letter from Fresno EOC to notify us of a separation between Fresno EOC and Fresno Street Saints and the need to modify TCC contract language regarding this change.  Youth Leadership Institute also notified the City that they would like to continue their partnership with Fresno Street Saints regarding the Leadership Development agreement, once the separation was effective on June 30, 2022.  On July 1, 2022, Hands on Central California became the fiscal agent for Fresno Street Saints and will now be a part of Transform Fresno’s Leadership Development program.  There has been no delay in services for this program due to this change.

 

An amendment was created to remove Fresno EOC and replace it with Hands on Central California for the continuance of this program.  Below is a description of the program.

 

Leadership Development Community Partner 

 

As the Leadership Development Community Partner, YLI will continue to partner with Street Saints to implement a Leadership Development Program targeting youth in the Transform Fresno project area. A curriculum has been developed through this partnership and youth cohorts are being taught and facilitated each year according to the program.  This program will help develop future civic leaders in the Transform Fresno project area by educating young people in subjects such as community leadership, job skills training, climate education, and social justice, etc. YLI, Street Saints, and the student cohorts will participate in partner and community meetings through the end of the program to effectively engage students.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378. This approval is for an amendment of a sub-recipient agreement related to the Leadership Development component of the Transform Fresno Community Engagement Plan.

 

LOCAL PREFERENCE

 

Local preference was not considered based upon conditions of state funding.

 

FISCAL IMPACT

 

There is no impact to the General Fund. Funding for Transform Fresno projects lead by Partners for the direct pass-through of TCC grant funds and will be distributed on a reimbursement basis.
