RECOMMENDATION

 

Staff recommends that Council approve the second amendment to the Project Labor Agreement (PLA) that was originally executed on December 15, 2016.  This PLA is directly related to infrastructure projects outlined and funded by the Transformative Climate Communities (TCC) grant.

 

EXECUTIVE SUMMARY

 

In January 2018, the City of Fresno was awarded $66,500,000 in TCC funding from the State of California through the Strategic Growth Council (SGC). This funding includes several infrastructure projects in the Downtown, Chinatown and Southwest Fresno communities. As a requirement of the grant, a project labor agreement was created to increase job training opportunities through apprenticeship and pre-apprenticeship programs for individuals from the City’s most disadvantaged neighborhoods. This amendment will extend the original PLA until July 3, 2024, to coincide with the end of the TCC grant.

 

BACKGROUND

 

On December 15, 2016, the City of Fresno entered into a Project Labor Agreement to implement certain public works projects funded by the Transformative Climate Communities grant.  Subsequently, a first amendment to the agreement was executed on August 10, 2017, to include two side letter agreements for the Sheet Metal and Air Conditioning Contractors National Association and the International Union of Ironworkers and Sheet Metal workers.  This second amendment will extend the current agreement to July 3, 2024 to coincide with the end of the TCC grant.

 

An active PLA for TCC projects is a requirement of the grant and was adopted to increase job training opportunities through apprenticeship and pre-apprenticeship program for individuals from the City’s most disadvantaged communities.  The PLA will help provide meaningful and sustainable careers in the building and construction industries by requiring contractors to employ skilled residents in these communities for the City’s TCC funded infrastructure projects.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered because this is an amendment of a current TCC PLA.

 

FISCAL IMPACT

 

There is no impact to the general fund regarding the extension of this agreement.
