RECOMMENDATION

 

Staff recommends that Council authorize the Director of Aviation, or designee to execute a construction contract with A. Teichert & Son, Inc., dba Teichert Construction, of Fresno, California, in the amount of $10,130,425 (Bid File 3859) for the Terminal East Apron Reconfiguration Project (Project) at Fresno Yosemite International Airport (FAT) and approve a consulting agreement with Moore Twining Associates of Fresno, California, to provide geotechnical quality assurance (QA) testing and inspection services for the Project in the amount of $255,288.

 

EXECUTIVE SUMMARY

 

The FAT East Apron Reconfiguration project is enabling work necessary to support the upcoming Terminal expansion.  This Federal Aviation Administration (FAA) funded project will increase the area of Portland Cement Concrete (PCC) surfaces and expand the existing apron farther east to provide aircraft circulation and parking positions necessary to accommodate larger aircraft, to serve the new international/domestic gates and allow for continuity of operations during construction of the Terminal expansion. The geotechnical quality assurance consultant services include but are not limited to, sampling and testing of soils, Portland cement concrete, and asphalt concrete; onsite inspections; engineering reports and recommendations.

 

BACKGROUND

 

The FAA-approved Airport Capital Improvement Program (ACIP) for FAT identifies various airfield related projects needed at FAT, including the Terminal East Apron Reconfiguration project.  The ACIP is FAA's tool to ensure that projects are properly prioritized with regard to the safe and secure operation of the airport and to provide appropriate project funding.  The terminal expansion project triggered the need for additional apron area. The expanded apron will provide the area necessary for aircraft circulation and space for relocated parking positions to serve additional international/domestic gates with passenger boarding bridges. The Project also includes relocation of utilities, lighting, fencing, pavement markings and reconfigured service roads.  Reconfiguration of the East Apron is critical to development of a new East Terminal Concourse which will serve to relieve existing capacity issues and accommodate future growth. 

 

Plans and specifications were prepared for the Project by Kimley Horn and Associates, Inc. A Notice Inviting Bids was advertised on March 14, 2022, posted on the City's website and faxed to ten (10) building exchanges. Plans and Specifications were distributed online to forty-three (43) prospective bidders. Three (3) sealed bid proposals were received and opened in a public bid opening on April 12, 2022. The bids ranged in price from $10,130,425 to $11,564,215. The lowest responsible and responsive bid from A. Teichert & Son, Inc., dba Teichert Construction, in the amount of $10,130,425 is 17% below the Engineer's Estimate of $12,202,175. The staff determination was posted on the City website on May 20, 2022. 

 

The Project requires QA services per FAA guidance. In accordance with FAA policy and consistent with City of Fresno administrative orders, the Department issued a competitive Request for Qualifications (RFQ) for geotechnical QA testing and inspection on-call services. Nine Statements of Qualifications were received and evaluated. Five firms have been approved to provide QA testing and inspection services for the Airports Department on an on call or individual basis. Moore Twining Associates has been determined to be most qualified for this Project. A scope of work was developed and a fee was negotiated in accordance with FAA guidance for the Project.  Moore Twining Associates’ consulting agreement represents the QA work associated with the Project. Capital project QA services are of a specific technical nature and beyond the capabilities of Airports staff to perform, thereby requiring the enlistment of a specialized QA consulting firm. The QA agreement has been reviewed and approved as to form by the City Attorney's office.

 

ENVIRONMENTAL FINDINGS

 

An Initial Study and Mitigated Negative Declaration (IS/MND) was prepared to evaluate the FATforward Passenger Terminal and Parking Expansion Project pursuant to the California Environmental Quality Act (CEQA) and adopted State CEQA Guidelines (Title 14, California Code of Regulations [CCR], Chapter Three). The City of Fresno Airports Department is the “lead agency” for this project (CEQA Guidelines, §15367). Based on the IS/MND, the following findings are made: (1) the project will not generate significant effects on the environment, and (2) when all applicable mitigation measures have been applied to the project, the project will result in a less than significant impact on the environment.

 

A public Notice of Intent to Adopt a Mitigated Negative Declaration for FATforward was published in the local newspaper on December 20, 2019, as required for public review and comment. A Notice of Determination was recorded with the Fresno County Clerk’s office on February 27, 2020, and Council adopted the IS/MND on March 19, 2020.

 

LOCAL PREFERENCE

 

Local Preference does not apply because Federal funding is being used. However, Teichert Construction and its subcontractors of all tiers will become signatory to the City of Fresno Community Workforce Agreement dated September 29, 2021. Moore Twining Associates is a local company.

 

FISCAL IMPACT

 

FAT is one of the largest drivers of economic activity, direct and induced jobs in the Central San Joaquin Valley. The terminal expansion project will help enable the airport to meet current and future demand as our region grows, resulting in further economic activity and job growth. Airports Department FY23 Adopted Budget provided $12,000,000 of appropriation authority for this Project.  Funding for this Project is provided by FAA Airport Improvement Program grants. There is no impact to the General Fund from this action.
