Staff recommends Council award a consultant services agreement to Blair, Church & Flynn Consulting Engineers in the amount of $70,900 plus a contingency of $10,000 for the design and preparation of construction documents for the City Hall Sewer Lift Station Upgrades Project and authorize the Director of General Services or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

Wastewater service for the City of Fresno City Hall is provided by a lift station that removes waste from City Hall and discharges it into the sanitary sewer main in Santa Fe Avenue.  The lift station is located at the south entrance to City Hall’s south parking lot.  A preliminary inspection of the lift station indicated the existing wet well and lid showed signs of corrosion which could begin to cause issues with the wastewater removal from City Hall.  Wastewater staff have been able to correct the issues so far without the need to close City Hall for repairs, however more significant repairs are needed to sustain operations.   This agreement will allow the City Hall Sewer Lift Station to be upgraded to efficiently serve the City of Fresno City Hall as well as provide for ease of maintenance.

 

BACKGROUND

 

Wastewater service for the City of Fresno City Hall is provided by a lift station that removes waste from City Hall and discharges it into the sanitary sewer main in Santa Fe Avenue.  The lift station was constructed along with City Hall and is located at the south entrance to the south parking lot.  It consists of a steel wet well and valve vault, two submersible pumps, and an above-ground control panel with telemetry.  Over a year ago, wastewater staff relayed that the provisions for removing the submersible pumps were problematic, and pump access was difficult.  A preliminary inspection of the lift station shows that the existing wet well and lid show signs of corrosion.

 

General Services, Facilities Management Division, seeks to rehabilitate the lift station and extend its useful life.  This project will replace the pumps and rehabilitate the well walls using either a rehabilitative coating or a polymer concrete insert.  The top of the wet well will be lowered to match the surrounding surfacing and the frame and lid will be replaced with a concrete lid and hatch.  Installation of bypass connections for use when the lift station is being maintained will be included.  The pump controllers and related electrical systems will be upgraded and relocated to provide additional space for well operation and maintenance.  The valve vault and all discharge piping will be replaced.  The existing check valves will be replaced with swing check valves.  A new safety grate will be included with the wet well access hatch.  The design will include a new drain structure adjacent to the wet well to allow washing of the lift station pumps during maintenance. 

 

On May 4, 2020, staff published a Request for Qualifications inviting consultants to submit for services on an “as needed” or “on call” basis for Facilities Management Projects.  Staff received 10 proposals in response to the category of “on-call” Civil Engineering services. An evaluation committee reviewed and ranked the qualifications of each consultant.  Staff determined four local consultants were qualified to provide Civil Engineering services.  Blair, Church & Flynn Consulting Engineers was selected as an “as needed” or “on call” Civil Engineering Firm.  Staff determined this consultant was best suited to perform this work based upon project requirements, available capacity, schedule, prior experience with similar projects, and cost. 

 

Staff recommends Council award a consultant services agreement for design, general construction documents, cost estimates, bidding assistance, and contract administration for the City Hall Sewer Lift Station Upgrades Project.  The City Attorney has approved the agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this Agreement for the design services does not qualify as a “Project” for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference was taken into consideration and Blair, Church & Flynn Consulting Engineers is a local business pursuant to FMC 4-109.

 

FISCAL IMPACT

 

This project is funded by the Facilities Repair and Replacement Fund, as adopted in the FY23 Budget.
