Title

Approve an agreement for Professional Engineering Services with Peters Engineering Group for $216,260, with a $10,000 contingency, for design and construction support services for the Highway City Street Improvement Project (Council District 1)

Body

RECOMMENDATION

Staff recommends the City Council approve an agreement for professional engineering services with Peters Engineering Group for $216,260, with a $10,000 contingency, for design and construction support services for the Highway City Street Improvement Project and authorize the Public Works Director or designee to execute the agreement on behalf of the City of Fresno.

EXECUTIVE SUMMARY

The Highway City Street Improvement Project includes street improvements for Lola Avenue, Fairmont Avenue, State Street and Barcus Avenue, such as curb and gutter, pavement reconstruction, sidewalks, curb ramps, street lighting and storm drain facilities. The project will also include right-of-way acquisition of property frontages for the proposed street improvements. The subject consultant agreement, in the amount of $216,260, with a $10,000 contingency, will facilitate the design and construction support services necessary to complete the project.

The project design and right-of-way phases are funded with Federal funds through the Community Development Block Grant (CDBG), administered through the U.S. Department of Housing and Urban Development (HUD).

BACKGROUND

The City of Fresno Public Works Department has identified a need for street widening improvements for Lola Avenue, Fairmont Avenue, State Street and Barcus Avenue located in the Highway City neighborhood. The streets are currently lacking curbs, gutters, sidewalks, street lights and drainage facilities.

On May 21, 2020, the City of Fresno Public Works Department was awarded a Community Development Block Grant (CDBG) that provides engineering design funding for the Highway City Street Improvement Project. CDBG funding for the construction phase has not yet been allocated, as the project must first be designed and all necessary right-of-way acquired.

In accordance with the Administrative Order 6-19, staff sent out requests for Statement of Qualifications (SOQs) on October 13, 2021, via Planet Bids, email and the Business Journal. The RFQ was advertised for twenty-nine days. Two (2) Statement of Qualifications were received, and staff interviewed the two (2) qualified respondents on December 15 and 16, 2021. Peters Engineering Group was determined to be most qualified and responsive based on consultant interviews. Staff negotiated a fee of $216,260 with a $10,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services and construction support services for this project.

Staff is recommending City Council approve the agreement with Peters Engineering Group for $216,260, with a $10,000 contingency, for the Highway City Street Improvement Project and authorize the Public Works Director or designee, to sign and execute the contract on behalf of the City. The City Attorney’s Office has reviewed and approved as to form.

ENVIRONMENTAL FINDINGS

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project.”

LOCAL PREFERENCE

Local preference was not implemented for this project because this contract is federally funded.

FISCAL IMPACT

The Highway City Street Improvement Project is located in Council District 1. All funds necessary for the engineering design contract award are included in the current fiscal year budget as previously adopted by the Council. The project will not impact the General Fund. Project design is fully funded with Federal CDBG funds.
