Title

Actions pertaining to Geographic Information Systems (GIS) software:

1.                     RESOLUTION - Authorizing a purchase agreement with Environmental Systems Research Institute, Inc. (Esri) for an enterprise licensing agreement without advertised competitive bidding.

2.                     Approve a three-year Enterprise Agreement No. 00308741.0 with Environmental Systems Research Institute, Inc. (Esri) in the amount of $1,161,706.

RECOMMENDATION

 

Staff recommends Council authorize the Chief Information Officer to enter a three-year Enterprise Agreement (EA) between the City of Fresno (City) and Esri in the amount of $1,161,706, consisting of three annual payments. FY 23 payment is $323,676, FY 24 payment is $394,120, and FY 25 payment is $443,910. The EA Fee is in consideration of the EA Products, EA Maintenance, Esri User Conference registrations, and Advantage Program. The City’s first payment is funded in the FY 23 approved budget and replaces maintenance payments for our existing Esri software contracts in the Information Services Department (ISD) and the Police Department that are being moved to the EA.

 

EXECUTIVE SUMMARY

 

ISD desires to consolidate all Esri GIS licensing into one three-year contract.  The EA provides for the licensing and deployment of GIS products, delivery of EA maintenance, and provision of Esri User Conference registrations and any additional services as specified herein. The EA reflects an investment in GIS software that matches the growing GIS and IT programs in departments citywide, including the Fire Department, Police Department, Public Utilities Department, PARCS, Public Works Department, Planning and Development Department, and ISD. Esri is an international supplier of GIS software, web GIS, and geodatabase management applications. The company is headquartered in Redlands, California. Esri software allows for the creation of maps, managing data on those maps, identify assets (buildings, facilities, pipes, etc.) as well as showing population of the City which allows the City to provide proper services, land management/planning as well as City growth.

 

BACKGROUND

 

In 1989, City published a GIS feasibility study that recommended the deployment of GIS.

 

In the 1990s, City first purchased licensing for GIS software from Esri. We have been under continuous maintenance with Esri from that time. Today, Esri GIS Desktop Software, Web-based software, and server-based software is used by many departments throughout City.

 

We continue to rely on classic desktop GIS software for engineering work in the Department of Public Utilities and the Department of Public Works. Desktop GIS software is also used in Planning and Development and for public safety in the Police Department and Fire Department.

 

In addition to desktop GIS, City heavily utilizes web GIS, both on-premises using ArcGIS Enterprise, and in the Cloud, using ArcGIS Online. ArcGIS Enterprise enables internal web-based applications such as iView and GIS Toolbox and supports enterprise software such as Enterprise Asset Management (EAM) in the Department of Public Utilities, Accela Civic Platform citywide, and Axon in the Police Department. ArcGIS Online powers web GIS on the public internet, for our GIS Public Data Hub, the Fire Department operations dashboard, and maps on our web site such as Council District maps, maps for the Office of Cannabis Oversight, and department map galleries.

 

The demand for GIS and Esri software in City continues to grow, and our investment in Esri products and services continues to grow as well. Within the past year, we have licensed ArcGIS Business Analyst, which enables site suitability analysis in the Department of Public Utilities and the City Manager’s Office as well as providing Economic Development with maps and data analysis supporting the business case for new investment in City. We have also licensed ArcGIS Urban, which is being used by City planners in Planning and Development to create a Fiscal Impact analysis, to provide definitive evidence of the fiscal impact and cost of new annexations, to support Tax Rate Sharing negotiations and City policy.

 

City staff is requesting approval to enter into the EA in order to fully support the work of departments citywide. This EA will provide licensing for the additional GIS staff that have been hired as well as subject matter experts in various departments who will benefit from the web-based GIS licensing and professional services and training provided through the agreement.

 

As the sole owner and manufacturer of the software, maintenance, and enterprise agreement, Esri is the only vendor able to provide the GIS software needed by the City of Fresno. An award to any other source will result in extensive data conversion, which would be cost prohibitive and disruptive, resulting in costs which cannot be recovered through competition.

 

ENVIRONMENTAL FINDINGS

 

The approval of this agreement is not a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this contract is with an existing vendor.

 

FISCAL IMPACT

 

Funding for year one of this purchase currently exists in ISD’s FY 23 Budget in the Systems and Acquisitions Maintenance (SAM) Fund.
