RECOMMENDATION

 

Staff recommends the City Council approve the amendment to the homeless services agreement with Turning Point of Central California (Turning Point) to increase the number of triage beds from 50 to 100 at the Golden State Triage Center site using HHAP funds; and authorize the City Manager to sign all implementing agreements.

 

EXECUTIVE SUMMARY

 

The City of Fresno (City) has existing agreements with Turning Point to provide homeless services at Golden State Triage Center funded through the Homeless Housing, Assistance, and Prevention (HHAP) Program. The City has received indication that it will be awarded several Homekey 2.0 awards at various sites requiring the temporary relocation of residents from those motel shelters in order to facilitate their rehabilitation. In order to accommodate the temporary relocation of those residents Golden State has agreed to increase capacity to accommodate them. Staff recommends increasing the agreement with Turning Point to increase capacity and shelter services.

 

BACKGROUND

 

In February 2020, the City was awarded HHAP funding in the amount of $6,158,246.18 from the California Homeless Coordinating and Financing Council to address homelessness and has received $2,911,171 in additional HHAP dollars through a second allocation in September 2021. In April 2022, the City receive an initial disbursement of HHAP round 3 dollars in the amount of $1,504,851.43 and expects the remaining disbursement of $6,019,405.72 before the end of the year.

 

The City awarded a 24-month contract to Turning Point to develop and operate a 37-bed Golden State Triage Center under the Homeless Emergency Aid Program (HEAP) program in the amount of $1,480,000 beginning July 1, 2019 through June 30, 2021. The City’s first amendment to the contract increased the agreement amount to $1,863,000 in HEAP funds to change the venue from Golden State Triage Center to the former Parkside Inn, allowing Turning Point to expand services from 37 beds to 50 beds at no additional cost, and added 30 additional beds at the Bridgepoint Triage Center. The City’s second amendment to the contract extended the term through June 30, 2023 and increased funding by $2,605,696.19 to continue services using HHAP funds. The City’s third amendment increased funding by $346,808 in HHAP funds to cover the costs of 24-hour on-site security services from February 1, 2022 through June 30, 2023 at the Golden State Triage Center.

 

Under the proposed fourth amendment, the City will utilize an additional $534,337.19 in HHAP funds to cover the costs of increased capacity for an additional 50 beds for a total of 100 beds at the Golden State Triage Center.

 

The services provided by entity under the HHAP agreement include:

                     Emergency Shelter: The Center will operate 100 emergency shelter beds at a single location for adults experiencing homelessness in City of Fresno. Basic shelter services provided with meals. The maximum length of stay will be 90 days, subject to exceptions for documented situations.

                     Case Management: The Center will provide intensive case management services

that focus on helping participants develop a housing plan and overcome barriers to attaining permanent housing. Participants that have been connected to a permanent housing intervention will be referred to a Bridge Housing program to prepare to enter permanent housing.

                     Housing Search and Placement: The Center will provide services and activities

necessary to assist program participants in locating, obtaining, and retaining safe

permanent housing.

                     Diversion Pre-Screening: The Center will assess all people who present for

homeless services at the Centers for potential Diversion services.

                     Stabilizing Health Intervention: The Center will provide services for stabilization of

client health issues, including substance use and mental health disorders.

 

The increase is necessary to accommodate the relocation of residents from the Ambassador Inn and Villa Motel.

LOCAL PREFERENCE

 

Local preference is not applicable because of the use of state funds.

 

FISCAL IMPACT

 

The amendments to the agreements will be funded through the City’s HHAP allocations.
