RECOMMENDATION

 

It is recommended Council approve the 12th Amendment of the Annual Appropriation Resolution 2022-154 to transfer funds re-appropriate $420,000 from the Station 12 Debt Service Fund to the Station 12 Construction Fund for the demolition phase of the construction project.   

 

EXECUTIVE SUMMARY

 

In May 2022, the City Council awarded a contract to The Taylor Group for the Design and Engineering for Fire Station 12. Construction Management, along with the consultant, estimate the Demolition phase of the project to approximate $416,200.   

 

Public Works is prepared to proceed with Requests for Proposals (RFP) and will return to council once that process is complete to approve a respective contract for the winning bid. An appropriation in the Station 12 Construction Fund is necessary to proceed.     

 

BACKGROUND

 

In Fiscal Year 2022, City council approved funding for the purchase of the property located at 3315 W. Ashlan, Fresno, California, as the future site of Fire Station 12.  In the same year, the council approved a consultant contract with the Taylor Group for building design.  The consultant has completed their work and Construction Management is prepared to move to the demolition phase of the property, which is estimated to be $416,200. 

 

For Fiscal Year 2023, $3,458,000 was appropriated for the Station 12 project into a debt service fund for anticipated financing.  To proceed with the demolition phase of the project, it is necessary to transfer $420,000 of the $3,458,000 appropriation into the Station 12 Construction Fund.  The City is anxious to get the demolition work underway to make the immediate area safer for foot traffic trespassing over temporary barriers and onto the project area.

 

Subsequent to the demolition phase, the City will utilize the remaining appropriations for debt service once permanent financing arrangements have been established.

FISCAL IMPACT

 

There will be no General Fund impact.  The appropriations were in the departments Fiscal Year 2023 base budget and are being re-appropriated to the Station 12 Construction Fund.
