RECOMMENDATION

Staff recommends that City Council reject all bid proposals for Product Requirements Contract for PH/Chlorine Residual Analyzer and Associated Equipment.

EXECUTIVE SUMMARY

The Department of Public Utilities - Water Division, is currently in the process of phasing out existing outdated analyzer equipment that measure chlorine residual levels and water pH levels, as these units are no longer being supported by the manufacturer. The updated analyzers are critical for providing accurate analytical readings which are needed to produce various regulatory reports required by the State of California, Division of Drinking Water (DDW).

BACKGROUND

The Water Division, is currently in the process of replacing, upgrading, and retrofitting current outdated pH/chlorine residual analyzers at all of its 260 active municipal water well pumping stations. The outdated analyzers are no longer being supported by vendors and need to be replaced by new incoming models. The combination pH/chlorine residual analyzers are vital to water operations. The analyzers monitor water chemistry and chemical injections. The readings from the analyzers must be accurate for mandatory State Drinking Water Regulations reporting. A new vendor is required to provide pH/chlorine residual analyzers and associated supporting equipment.
