RECOMMENDATION
Staff recommends approval of funding for the Central California Land Trust as recommended in the One Fresno Housing Strategy.
EXECUTIVE SUMMARY
As part of the Fiscal Year 2023 budget planning cycle efforts, the Mayor proposed the allocation of $40 million dollars in American Rescue Plan Act (ARPA) funding to support the execution of the City's One Fresno Housing Strategy (Housing Strategy). This was affirmed by City Council in its adoption of the budget on June 30, 2022. Housing strategy recommendation #27 was titled "Partner with and build capacity of local Community Land Trust."
The Central California Land Trust (CCLT) is a not-for-profit Community Land Trust. The CCLT aims to build capacity to develop a business plan that will focus on creating permanently affordable, community-controlled housing across Fresno neighborhoods.
Said business plan will focus on the creation of a scope of work that will provide key details regarding the CCLT's housing acquisition priorities, financial partners, and capital plans along with clarity on its stewardship and asset management model. The plan will also articulate desired outcomes for future civic programmatic and funding partnership funding consideration.
