Approve the grant agreement in the amount of $100,000 with the Fresno Economic Opportunities Commission to support services provided by the Fresno Economic Opportunities Commission LGBTQ+ Resource Center.

RECOMMENDATION

 

Staff recommends City Council approve the grant agreement to provide additional support to the Fresno Economic Opportunities Commission LGBTQ+ Resource Center and authorize the City Manager or designee to execute.

 

EXECUTIVE SUMMARY

 

The City of Fresno has allocated $100,000 of General Fund to support the services provided through the Fresno Economic Opportunities Commission LGBTQ+ Resource Center.  This grant will provide funding to the Fresno Economic Opportunities Commission LGBTQ+ Resource Center to increase services and resources to City of Fresno residents and businesses.

 

BACKGROUND

 

During the Fiscal Year 2023 deliberations, Council voted, pursuant to Motion #35, to allocate funding in the amount of $100,000 to the Fresno Economic Opportunities Commission LGBTQ+ Resource Center to accentuate services and increase resources to the residents and businesses in the City of Fresno.

 

Founded in 1965, the Fresno Economic Opportunities Commission employs more than 1,200 full and part-time staff that are committed to transforming lives and helping the residents of the City of Fresno.  The Fresno Economic Opportunities Commission has spent more than 50 years providing support on most facets of human service and economic development ranging from preschool education to job placement services.  The Fresno Economic Opportunities Commission LGBTQ+ Resource Center provides targeted services under the mantle of the Fresno Opportunities Commission for businesses and residents of the City of Fresno.

 

Based on the approval of funding through the budget process, the City of Fresno Economic Development Department, in cooperation with the Fresno Economic Opportunities Commission LGBTQ+ Resource Center, collaboratively negotiated the underlying grant agreement to provide access to the funding.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this recommendation does not qualify as a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local Preference is not applicable to grant agreements, however, the Fresno Economic Opportunities Commission LGBTQ+ Resource Center is located in the City of Fresno and services proposed will assist City of Fresno businesses and residents.

 

FISCAL IMPACT

 

Funding for this program was allocated in the Fiscal Year 2023 Budget.
