RECOMMENDATION

 

Staff recommends City Council approve a consultant services agreement with Quad Knopf, dba., QK Inc., in the amount of $73,800, with a $7,000 contingency, for the design and preparation of construction documents for the Al Radka Small Dog Park Project and authorize the Public Works Director or designee to execute the agreement on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to design improvements and an expansion to the existing dog park located at Al Radka Park, at the northwest corner of Fowler Avenue and Belmont Avenue. The project will consist of community engagement to develop a new site plan for the existing dog park and a new small dog park.  Potential amenities and improvements include modification to the accessibility of the existing dog park, seating improvements, shade structures, waste receptacle improvements, and a new enclosed small-dog dog park, approximately 10,000-15,000 square feet in size north of the existing dog park.

 

BACKGROUND

 

The City adopted the Clean and Safe Neighborhood Parks Transaction and Use Tax (Measure P) which included funds for the planning, designing, engineering, and permitting activities for improving and maintaining safe, clean neighborhood parks and playgrounds. The PARCS Department is aiming to fulfill the goals of Measure P in part by improving Al Radka Park located on the northwest corner of Belmont Avenue and Fowler Avenue.

 

Currently located at Al Radka is an approximately 18,000 square-foot dog park including an obstacle tunnel, agility jump and climb feature, two benches, and a water fountain with dog bowl. Consistent with community input and best practice, a similar dog park space is proposed to serve exclusively smaller dogs (approximately less than 30 lbs.) who may not be safe in the same play environments as larger dogs. The proposed design includes a 10,000-15,000 square-foot small dog park, north of the existing dog park, enclosed with matching fencing. The project will include an accessible path of travel with seating area, new small-dog activity features, new drinking fountain with dog bowl, and new waste receptacles. Additionally, this project will assess the existing dog park for accessibility and provide recommendations for possible improvements.

 

In accordance with AO6-19, staff sent out a request for Statements of Qualifications (SOQs) on December 30, 2022, via Planet Bids, email, and published in the Business Journal. Two (2) SOQs were received. Consultant Interviews were not conducted in accordance with section “V. Schedule,” of the Request for Qualifications (RFQs) as less than three (3) SOQs were received. Quad Knopf, dba., QK Inc., was determined to be the most qualified and responsive based on the SOQs received. Staff negotiated a fee of $73,800, with a $7,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services, and construction support services for this project.

 

Staff recommends approval of the proposed agreement with Quad Knopf, dba., QK Inc., in the amount of $73,800 with a $7,000 contingency, for the design and preparation of construction documents for the Al Radka Small Dog Park Project within the City of Fresno and authorizes the Public Works Director or designee to execute the agreement on behalf of the City.

 

The City Attorney’s Office has reviewed and approved the proposed agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

Design of plans and cost estimates are not a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines § 15378.

 

LOCAL PREFERENCE

 

Quad Knopf, dba., QK Inc., is a local business, as defined by the Fresno Municipal Code.

 

FISCAL IMPACT

 

The proposed project is in Council District 5. The project is funded with $73,800 appropriations from Measure P, expenditure category 1 (Improving and Maintaining Safe, Clean Neighborhood Parks and Playgrounds).
