RECOMMENDATION

Staff recommends that the City Council award an 18-month Consultant Services Agreement with the Urban Peace Institute for street outreach training services and authorize the City Manager or designee to execute all related documents.

EXECUTIVE SUMMARY

The City of Fresno PARCS Department solicited proposals through the competitive request for proposals (RFP) process for street outreach training services. Staff have reviewed the proposals and recommend that Council award an 18-month Consultant Services Agreement for street outreach training services to the Urban Peace Institute in an amount not to exceed $300,000.

BACKGROUND

On February 10, 2022, Council adopted a resolution authorizing the PARCS Department to apply for grant funding from the Board of State and Community Corrections (BSSC) California Violence Intervention Program (CalVIP). The grant application included $300,000 for street outreach training modules for community-based violence intervention workers and law enforcement personnel. The grant was awarded to the City of Fresno on June 9, 2022. On October 10, 2023, an RFP (#12401231) was released on Planet Bids for a three-week period ending on November 11, 2023.
