RECOMMENDATION

 

Staff recommends that the City Council award an 18-month Consultant Services Agreement with the Urban Peace Institute for street outreach training services and authorize the City Manager or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

The City of Fresno PARCS Department solicited proposals through the competitive request for proposals (RFP) process for street outreach training services. Staff have reviewed the proposals and recommend that Council award an 18-month Consultant Services Agreement for street outreach training services to the Urban Peace Institute in an amount not to exceed $300,000.

 

BACKGROUND

 

On February 10, 2022, Council adopted a resolution authorizing the PARCS Department to apply for grant funding from the Board of State and Community Corrections (BSSC) California Violence Intervention Program (CalVIP). The grant application included $300,000 for street outreach training modules for community-based violence intervention workers and law enforcement personnel. The grant was awarded to the City of Fresno on June 9, 2022.  On October 10, 2023, an RFP (#12401231) was released on Planet Bids for a three-week period ending on November 11, 2023. A total of three proposals were received.

 

On November 13, 2023, a committee consisting of three PARCS staff and one Fresno Police Department Lieutenant convened to review the proposals. The review committee determined that the Urban Peace Institute aligned most closely to the scope of work required in the grant and based on the experience and qualifications presented in the proposal would bring the best value to the City. The scope of work in the agreement includes development of a framework for violence prevention strategy, development of a training plan, training sessions for community violence intervention workers and law enforcement, and a training to certify community intervention workers in hospital-based violence intervention. Evaluation and technical assistance are also included in the scope.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act Guidelines this item does not qualify as a project and is therefore exempt.

 

LOCAL PREFERENCE

 

Local preference is not applicable for this item because of funding provided by the state.

 

FISCAL IMPACT

 

Funding for this item comes from a state grant and will have no impact on the General Fund. Funding is included in the PARCS 2024 budget.
