RECOMMENDATION
Staff recommends that the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) of the CEQA Guidelines and award a construction contract with Todd Companies in the amount of $133,176 as the lowest responsive and responsible bidder for the Lewis Eaton Trail Resurfacing, Audubon to Old Friant Road and authorize the Public Works Director or designee to sign the standardized contract on behalf of the City.
EXECUTIVE SUMMARY
The Lewis Eaton Trail Resurfacing, Audubon to Old Friant Road will make minor concrete repairs, apply a slurry seal coat and restripe the Lewis Eaton Trail from Audubon Dr. to Old Friant Road. The project will also remove and reconstruct two (2) curb ramps near the north entrance of Woodward Park, bringing them into ADA compliance. This project will extend the life of this highly used trail.
BACKGROUND
The Lewis Eaton Trail is directly adjacent to Woodward Park and north along Friant Rd. The trail is used by both pedestrians and cyclists. The proposed resurfacing project will extend the service life of the trail and bring effected curb ramps up to current Americans with Disabilities Act standards.
Staff prepared bid documents with a scope that included slurry resurfacing, concrete repair and striping in the Lewis Eaton Trail from Audubon Dr. to Old Friant Rd.
The Notice Inviting Bids was published in the Business Journal on December 7, 2016, posted on the City’s website and faxed to nine (9) building exchanges. The specifications were distributed to eleven (11) prospective bidders. Four (4) sealed bid proposals were received and opened in a public bid opening on January 31, 2017. Bids ranged from $133,176 to $196,000. Todd Companies, which submitted the bid in the amount of $133,176, was determined to be the lowest responsive and responsible bidder for the project. The bid expiration date was extended to 87 days from the bid opening date, and will expire on April 28, 2017.
Staff is recommending that the Council award a construction contract with Todd Companies in the amount of $133,176 for the Lewis Eaton Trail Resurfacing Audubon to Old Friant Road and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301 (c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use. This exemption applies because this project involves the resurfacing of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to increase the life of the pavement and provide a smooth riding surface for the motorists. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
The local preference was not implemented based on conditions of the Federal Regional Surface Transportation Program grant.
FISCAL IMPACT
The Lewis Eaton Trail Resurfacing project is located in Council District 6. The overall cost of the project is $215,475 and is fully funded by Regional Surface Transportation Program funds. The project will not have any impact to the General Fund. Of the overall budget of the project, $146,500 (including contingency) will be used for the construction contract award.
