Title
Actions pertaining to Senior Hot Meals Program:
1. Authorize Annual Renewal of Site Management Contract No. 20-0310 Title III C1 Nutrition Site Management (Senior Hot Meals Program) with Fresno-Madera Area Agency on Aging (FMAAA);
2. Authorize the Interim PARCS Director or Designee to Execute the Contract and Sign All Necessary Documents.

RECOMMENDATION
Staff recommends that City Council approve the annual renewal of the Nutrition Site Management Contract for $76,000 in Older Americans Act grant funds with the Fresno-Madera Area Agency on Aging (FMAAA) to operate the Senior Hot Meals (SHM) program at seven sites. The contract resources will contribute to the funding of day-to-day operations of the SHM Program during
FY2019-2020.
EXECUTIVE SUMMARY
This is an annual contractual agreement with FMAAA to provide hot meals to senior citizens living in Fresno. The City of Fresno, through the PARCS Department, will receive $76,000 for nutrition site management and the provision of congregate meals at seven sites. The FMAAA funding is supplemented with participant meal contributions and Community Development Block Grant (CDBG) funding to provide congregate meals and social/health engagement activities at each site. Funding from the combined sources enables the City to offer a well-rounded program of recreation, fitness and social activities that include (but is not limited to): ceramics, sewing, gardening, music, painting, yoga, aquatics, stretching fitness programs and field trip excursions.
BACKGROUND
The PARCS Department has partnered with FMAAA since 1994 as a nutrition site management operator. The PARCS SHM program provides hot meal lunches and program activities at seven sites throughout Fresno on a Monday through Friday schedule (holidays excluded). Sites include Inspiration Park (D1); Lafayette Neighborhood Park (D7); Mary Ella Brown Community Center (D3); Mosqueda Community Center (D5); Pinedale Community Center (D2); Senior Citizens Village (D5); and Ted C. Wills Community Center (D3). Meals are served by senior site coordinators, with the assistance of program volunteers, who are trained in CPR/First Aid and Safe Serve best practices. A nutritious meal adhering to Title IIIC-1 dietary requirements is provided at a minimal suggested voluntary donation. It is the goal of the congregate nutrition program to address dietary inadequacies and social isolation among individuals aged 60 and older. The program targets older individuals with the greatest economic or social need with particular attention given to low-income minority older individuals.
In June 2018, the Council approved the addition of Inspiration Park as the seventh congregate meal site. 6 meals were served at Inspiration Park in June 2018 and a year later, an average of 170 congregate meals have been served at Inspiration Park per month. As a result of adding a seventh site, the SHM program has demonstrated an increase in the number of meals served annually in the last two fiscal years.

Regarding program activity participation, music appreciation and listening tops the list as the activity of choice. It has the highest attendance rate (28,713 participants to date in FY 18-19) followed by Bingo (12,085 participants to date in FY18-19). Staff continues to develop program activities and events to encourage physical movement; inter-active social engagement and that promote a healthy, optimistic quality of life. SHM participants are encouraged to engage in the program development process; suggestions, feedback and comments from participants are welcomed.
ENVIRONMENTAL FINDINGS
The PARCS SHM Program does not constitute a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable, since this item will not include a bid or award of a construction or services contract.
FISCAL IMPACT
The Older Americans Act grant funds for nutrition site management (SHM) will provide the City with supplemental funding of $76,000 from FMAAA to operate the SHM program at seven sites. Acceptance of the grant funds will have no impact on the General Fund, as up to $76,000 of revenue will be received from FMAAA as reimbursement for up to $76,000 of program services.
