RECOMMENDATIONS

Staff recommends that the City Council:

1) Approve a consultant agreement with Partners In Control, Inc. dba Enterprise Automation, Inc. (Enterprise) for an amount not to exceed $229,959 to provide software integration services at the Northeast Surface Water Treatment Facility (Facility) for the Friant Kern Canal Pipeline Project.

2) Authorize the Purchasing Director or designee, to sign the agreement on behalf of the City

EXECUTIVE SUMMARY

The Department of Public Utilities seeks Council approval for a professional consultant services agreement with Enterprise Automation to provide software integration at the Facility during the construction of the Project. Integration of the Supervisory Control And Data Acquisition (SCADA) software with the existing SCADA system is necessary to control the operation of the Project. Advertising and evaluation of the Request for Proposals is complete and Enterprise Automation was determined to be the sole responsive and responsible bidder for the Project SCADA software integration services. Agency permitting and bidding for the FKCP is complete, and project award is scheduled for April 2016.
