Approve a five-year agreement with Reading and Beyond for lead agency duties for community services and authorize the PARCS Director to sign the agreement

RECOMMENDATION

Staff recommends that the City Council approve the attached agreement for lead agency operation of a community center with Reading and Beyond for the Mosqueda Community Center.

EXECUTIVE SUMMARY

The attached agreement will extend an existing five (5) year partnership with Reading and Beyond (Reading), a Community Based Organization (CBO), for an additional five (5) years to operate the Mosqueda Community Center. This five (5) year agreement will allow RAB to continue serving Southeast Fresno by operating in the Mosqueda Community Center through 2021, in which RAB will utilize the Community Center in exchange for providing community service, recreation and academic programs to the community between the hours of 3:00pm to 7:00pm.

Unlike other CBO agreements, Reading has been paying the cost of providing all the utility related expenses over this period, including the community pool and field lights. In recognition of this previous commitment the City has agreed to cover the cost of utilities during the term of this agreement.

BACKGROUND

Beginning in June of 2011, the City of Fresno PARCS Department entered into an agreement with Reading to operate the Mosqueda Community Center. Reading operates the Mosqueda Community Center as a one-stop location in which residents are provided a variety of programs ranging from family services to job preparation and placement.
