RECOMMENDATIONS

Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, award a construction contract with Witbro Inc., dba Seal Rite Paving and Grading, in the amount of $277,547 as the lowest responsive and responsible bidder for the West Side of Hughes Avenue Reconstruction at Floradora Avenue, and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.

EXECUTIVE SUMMARY

The west side of Hughes Avenue is currently missing sidewalk from north of Hedges Avenue to north of Floradora Avenue. This project will complete the missing curb, gutter, sidewalk, drive approaches, ADA-compliant curb ramps, and limited asphalt paving on the west side of Hughes Avenue. This project is funded with an Active Transportation Program Grant and various local sources as matching funds.

BACKGROUND

The City's 2016 Active Transportation Plan was a result of a cooperative effort between City staff, a stake holder advisory committee and the general public to complete safe and comfortable networks of trails, sidewalks, and bikeways to serve the Fresno area residents.
