Approve a 10-year agreement with the California Office of Emergency Services (Cal OES) to accept a 2017 HME AHREMS-FOX Type II Hazardous Materials Vehicle and related equipment. The vehicle and equipment will be utilized by the Fresno Fire Department for local and mutual aid deployments that involve Haz-Mat emergencies.

RECOMMENDATION

It is recommended Council approve a 10-year agreement with the Cal OES to accept a 2017 HME AHREMS-FOX Type II Hazardous Materials (Haz-Mat) Vehicle and related equipment. The State will transfer control and custody of the Haz-Mat vehicle and equipment to the Fresno Fire Department for utilization for local incidents and mutual aid deployments that involve Haz-Mat emergencies.

EXECUTIVE SUMMARY

Cal OES is in the process of transferring Haz-Mat vehicles and equipment to selected local jurisdictions for improved response for local Haz-Mat emergencies and for responses involving Cal OES mutual aid emergencies. In 2017, Cal OES provided training to Fresno Fire Department members on the use of the vehicle and equipment. With the training and acceptance of this apparatus, the department will be in a much improved position to respond to Haz-Mat emergencies. This vehicle will not only respond to State OES emergencies, but can also be used for hazardous materials incidents within the City and surrounding service areas.

BACKGROUND

On June 15, 2017, the City Council approved a contract between the City of Fresno and Cal OES. Under the contract, the Fresno Fire Department participated in a training program for Type II Hazardous Materials Apparatus as part of the Cal OES Haz Mat program.
