Staff recommends the City Council adopt a resolution rescinding and replacing Resolution No. 2017-146 regarding granting authority to the City Manager or his or her designee to enter into routine parking agreements for bulk monthly parking contracts for 50 stalls or more

EXECUTIVE SUMMARY

The City has been working with various agencies to update agreements to implement the parking rates approved by City Council in January of 2017. As part of this process, a Master Bulk Rate Parking Agreement (Agreement) was drafted for agencies that qualified for the flat rate fee of $60.00 per stall per month for 50 stalls or more. Since then, the City has received requests for changes to the Agreement in order to provide for termination clause as well as other clarifying language. The proposed revision to the Agreement has been modified to include the aforementioned requests.

BACKGROUND

The City of Fresno currently operates parking garages, parking lots, and approximately 1,900 parking meters in downtown. Parking is provided to the public as well as multiple federal, state, and local agencies and businesses at contracted rates. In January of 2017, the City Council approved changes to the Master Fee Schedule (MFS) which implemented a flat rate fee of $60.00 per stall per month for bulk parking agreements for 50 stalls or more.
