1. Adopt a finding of a Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the California Environmental Quality Act (CEQA) Guidelines for the W. North Ave. Asphalt Overlay, S. Fig Ave. to S. Elm Ave. project
2. Award a construction contract in the amount of $519,882.00 to Avison Construction, Inc., of Madera, California as the lowest responsive and responsible bidder for the W. North Ave. Asphalt Overlay, S. Fig Ave. to S. Elm Ave. project

RECOMMENDATION
Staff recommends that City Council adopt a finding of a Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines and award a construction contract to Avison Construction, Inc., of Madera, California in the amount of $519,882.00 as the lowest responsive and responsible bidder for the W. North Ave. Asphalt Overlay, S. Fig Ave. to S. Elm Ave. project; and authorize the Public Works Director or designee to sign the contract on behalf of the City.
EXECUTIVE SUMMARY
The City is proposing to overlay W. North Ave. from S. Fig Ave. to S. Elm Ave. The work will consist of a 0.2' grind followed by a 0.4' asphalt concrete overlay. This project will correct the existing deteriorated pavement conditions, increase the life of the pavement, and provide a smooth driving surface for the motorist at a reasonable cost.
