Actions pertaining to the purchase of RC Cationic Polymer for the Regional Wastewater Reclamation Facility (RWRF):
1. Reject all proposals for the Product Requirements Contract: RC Cationic Polymer (Bid File 9465)
2. Approve a two-year cooperative purchase requirements contract in the amount of $1,830,000 per year, with SNF Polydyne, Inc., not to exceed $3,660,000 (Bid File 9465) (Citywide)

RECOMMENDATION
Staff recommends approval of a two-year cooperative purchase requirements contract for the purchase of RC Cationic Polymer from SNF Polydyne, Inc., through the City of Livermore contract, in the amount of $1,830,000 per year, not to exceed $3,660,000, for use at the City of Fresno, RWRF, and authorize the Director of Public Utilities, or designee, to execute the contract.
EXECUTIVE SUMMARY
On September 19, 2019, the Council rejected all bids for the purchase of RC Cationic Polymer, due to the bids being obtained through the Request for Proposal (RFP) process. The RWRF had used the Request for Proposal process in past purchases but was advised by City Attorneys' Office to rebid the contract using a Product Requirements Contract or secure a cooperative purchase requirements contract. The RWRF found a comparable cooperative purchase requirements contract for RC Cationic Polymer with the City of Livermore, California, whose vendor is SNF Polydyne, Inc.: Piggyback Contract Proposal for the Purchase of Liquid Cationic Polymer RE: City of Livermore - Request for Bid #4214.
