RECOMMENDATION
Staff recommends that Council authorize the Chief of Police to enter into a three-year instructional services agreement with Fresno City College to collect state monetary reimbursement for city instructor time at the Police Department Regional Training Center. The terms and rate of reimbursement are preset by the state and pay reimbursement for instructor time used to instruct first responder classes. The state has imposed rate changes on how reimbursements will be paid, calling for an end to the previous agreement between the Regional Training Center and Fresno City College. Staff recommends entering into the new instructional service agreement with the updated rate of reimbursement for instructional hours. The total reimbursement amount is expected to exceed $50,000.00 per year.
EXECUTIVE SUMMARY
Fresno City College is a local public state community college. The college is located in the City of Fresno and hosts the basic police academy where a large portion of Fresno Police Officers have obtained their basic Commission on Peace Officers Standards and Training (POST) certificate. The college offers several courses on campus and instructs off campus. Fresno City College has reviewed and approved 40 courses that have been taught or are currently being taught at the Fresno Police Department Training Center by City of Fresno police officers.
