RECOMMENDATION

Staff recommends the City Council approve a three-year On-Call Land Surveying Service Agreement between the City of Fresno (City) and Blair, Church & Flynn Consulting Engineers, Inc. of Clovis, California, with a total not to exceed amount of $300,000, for land surveying services on Citywide infrastructure improvement projects and authorize the Director of Public Works or designee to execute the agreement on behalf of the City.

EXECUTIVE SUMMARY

The Department of Public Works (DPW) Right of Way Section currently performs all Professional Land Surveying services including legal deed and exhibit preparation and property research to facilitate capital projects in DPW and other City departments. The current and projected level of services needed by the DPW Right of Way Section exceeds the capacity of the current staffing level. City staff proposes the use of on-call consultants to augment staff capacity, when needed, in order to meet critical project deadlines.

Upon approval and execution of the On-Call Land Surveying Service Agreement, projects will be identified and authorized in individual Task Orders on a time and material basis. The funding for these services will come from the allocated project funding sources for each individual task order. There is no guarantee, either expressed or implied, that the $300,000 amount will be authorized under the agreement.
